Resolution 136-2024
The Ministry of Finance’s resolution set a 36-article regime for online casinos and sports betting: five-year licenses, a reported fee of US$346,000, mandatory self-exclusion, session timers, betting and session limits and persistent responsible gambling notices. Sports betting associations opposed the resolution.
Law 86-26
In 2026 Law 86-26 reorganized the sector: a new Dirección General de Juegos de Azar supervises a central registry, the Gaming Council approves licenses, existing operators have 12 months to register, and a ten-year moratorium applies to new establishments. Regulations due within 90 days will fill in the detail, including for online operators.
