The Seminole Compact
The 2021 Compact gave the Seminole Tribe exclusive rights to banked games and sports betting, including online betting by players anywhere in Florida routed through servers on tribal land. After federal litigation, the compact was upheld on appeal, and Hard Rock Bet relaunched statewide in late 2023.
What this means for businesses
- Operators cannot obtain a Florida online license.
- Suppliers can work with the Seminole Tribe or licensed pari-mutuel facilities, subject to applicable approvals.
- Offshore operators face enforcement and should block Florida.
