How to Start a Sports Betting Platform in 2026: Licensing, Technology and Costs

By Gambling Consulting ExpertPublished Updated 2 min read

Short answer

To start a sports betting platform in 2026, choose target markets, obtain the betting license they require, choose between a turnkey or white-label sportsbook, secure odds, data and risk management, and set up payments, KYC and responsible gambling. Betting-specific regimes include Cyprus (online betting only, €30,000 a year plus €1.05m in capital and guarantees) and Ireland, where GRAI betting licenses have been mandatory since 1 July 2026.

How to start a sports betting platform in 2026

This guide replaces our 2021–2022 article. The basics of a sportsbook have not changed — markets, license, technology, risk and payments — but the licensing map has: new regulated markets in Canada, Peru and Ireland, higher betting duties in the UK, stricter B2B supplier licensing, and Brazil’s sudden ban in September 2026.

Step 1: Target markets

Decide where your bettors are and check each market’s rules. Our guide to where online gambling is legal in 2026 summarizes the main markets. In-play restrictions, bonus bans and advertising limits vary widely and affect the business model.

Step 2: The betting license

OptionWhat it coversIndicative costGuide
Cyprus Class BOnline betting in Cyprus only€30,000 a year; €500,000 capital; €550,000 guarantee; 15% of net revenueCyprus
Ireland (GRAI)Remote betting in IrelandLicense fees plus 2% betting duty on turnoverIreland
MaltaBetting and casino, B2C and B2B€25,000 a year plus compliance contributionMalta
Isle of ManBetting and casino£36,750 a year; duty from 1.5% of GGYIsle of Man
CuraçaoBetting and casino€47,450 a year (B2C)Curaçao
NevisBetting and casino€28,000 a yearNevis

Regulated markets such as the UK, Italy, Romania and Ontario require their own licenses.

Step 3: Sportsbook technology

  • White label — the provider runs the platform, trading and often payments; fastest launch, least control.
  • Turnkey — your license and brand on a provider’s platform, with control over margins, limits and promotions.
  • Custom build — full control, long development and certification time.

Whichever you choose, check that the platform and its suppliers are certified and, where required, licensed in your markets (for example Romania Class II, Sweden’s B2B license or the UK’s software license).

Step 4: Odds, data and risk

  • Official or licensed data feeds for the sports you offer;
  • Trading and risk management — in-house, outsourced or a hybrid;
  • Liability limits and a cash reserve for winning bets, especially at launch;
  • Integrity monitoring of suspicious betting patterns and cooperation with sports bodies.

Step 5: Payments and banking

Prepare a full compliance file — license, corporate documents, AML policies and source of funds — before approaching banks and payment providers. Several markets ban credit-card betting (UK, Ireland, Australia, Sweden). See our banking preparation service.

Step 6: Compliance

AML/CFT and KYC, responsible gambling tools and national self-exclusion registers, advertising and bonus rules, data protection and regulator reporting.

Step 7: Launch and grow

Start in your licensed markets, block the rest and add licenses as you scale. Our online casino launch guide covers adding a casino vertical.

Frequently asked questions

What license do I need for a sports betting platform?

The license your target markets require. Regulated markets such as the UK, Italy, Ireland, Romania, Cyprus or Ontario require local licenses. International licenses such as Malta, Curaçao, the Isle of Man or Nevis cover betting where serving the market under them is lawful.

How much does a sportsbook cost to launch?

License costs range from about €28,000 a year in Nevis to much higher regulated-market charges. Sportsbook platform fees, odds and data feeds, risk management, payments, compliance and marketing usually exceed the license cost, and betting also needs a liability reserve to cover winning bets.

Turnkey or white label?

A white label is faster and cheaper to start but gives less control over pricing, risk and product. A turnkey platform under your own license costs more but lets you set odds margins, limits and promotions.

Which markets have changed for betting since 2021?

Ontario (2022), Peru (2024), Ireland (2026) and Alberta (2026) opened or rebuilt licensed markets. The UK raised remote betting duty to 25% from April 2027. Brazil, which licensed betting in 2025, banned it by provisional measure in September 2026.

Do I need integrity monitoring?

Most regulated markets require operators to monitor suspicious betting patterns and cooperate with sports integrity bodies. Membership of an integrity monitoring service is common practice.
